fix: change frontend host port to 3080
ci/woodpecker/push/build Pipeline was successful
Port 3000 is occupied by Gitea on this server.
Map container port 3000 to host port 3080 instead.

fix: replace tags filter with branch filter in when clause
ci/woodpecker/push/build Pipeline is running
ci/woodpecker/tag/build Pipeline failed
Woodpecker v3 does not support `tags` in the when clause; use `branch`
with glob patterns instead for matching tag events.
